    2008年全球金融危机对发展中国家生活水平的潜在影响再度凸现社会安全网项目的重要性。本报告回顾了在过去十年当中在发展中国家备受欢迎的有条件现金转移支付（CCTs）社会安全网项目的实施情况。 结论为总体而言，有条件现金转移支付项目成功消减了贫困并鼓励家长投资儿童的健康和教育。本报告所研究的有条件现金转移支付项目为低收入和中等收入国家所实施的项目；项目规模大小不一；级别亦各异，有的为地方项目，有的为区域或国家项目。虽然各国和各地区使用有条件现金转移支付项目的方式有重大的不同，但是他们都有一个重要的特征，即：转移现金的同时要求受益者按照规定投资儿童的教育和健康。本报告论述了当前有条件现金转移支付项目对贫困、教育、健康和营养状况的影响，援引的许多对有条件现金转移支付项目的影响评价经过了精心设计。
