本报告阐释了气候工作基金会和世界银行在量化由政策与项目给示范部门与区域的减排而带来的多重的经济、社会和环境效益。本报告有3个目标：1)制定出整体、适用的框架以获得和衡量几种污染物的减排的效益；2)展示当地和国家的决策者，国际发展社会的成员等运用框架来制定和分析政策与项目；3)为有效的将气候行动和和全球可持续地发展与绿色增长结合起来找到令人信服的理由。通过使用系统的方法来分析政策与项目，这项工作阐明了利用各方努力的协同效应来减少排放，刺激发展，最小化成本和最大化社会效益的途径。本报告用了几个实例来展示如何使用分析框架。三个模拟案例研究分析了若干关键部门政策的效果，估算在六个地区（美国、中国、欧盟、印度、墨西哥和巴西）可取得的收益。这些部门政策包括促进清洁运输、提高工业能效、建筑和电器节能的法规、税收和激励措施。一同呈现的还有，四个模拟案例分析了地方层面的发展项目，并把它们扩大到全国，以分析每个项目在整个生命周期（通常为20年）的额外收益（超出通常项目财务分析中经济净现值的部分）。通过用这个框架对这两类干预形式进行分析，报告向国家和地方的决策者、国际金融组织和其他有关方面展示了这一分析方法的价值。案例研究表明，气候变化的缓解措施和空气质量的保护是有效发展工作的一部分，并可以产生额外的经济收益。量化气候行动的收益能够促进关注公共健康，食品和能源安全赞助者的支持，它也可以推进为追求绿色增长而找出解决气候变化问题有效路径的讨论。本报告中，第一章提供了本报告中涉及到的污染物的背景信息，指出了通过减排实现当地经济社会和全球气候目标的机遇。本章也介绍了能对减排项目进行更多经济分析的新的模型工具。第二张阐释了如何将这些工具结合起来，形成一个高效的框架来分析政策与项目。第三章展示了该框架，用几个基于政策和项目的案例研究来估计地区和国家层面减排的多重效益。最后，第四章探讨了运用框架的挑战和从研究中获得的结论。
