中国农民专业协会：回顾与政策建议 (汉语)

本报告是综合一系列关于农民专业协会发展的研究、试点和政策研讨成果编写而成的，目的是总结发展、管理和支持农民专业协会的相关资料和经验，提出政策建议来更好地支持和发展中国真正的农民协会。本报告提出了如下主要政策建议：颁布适当的法律和管理规定；明确和规范相关政策；提高认识，传播知识和信息；培育良好的商业环境；限制对农民专业协会的补贴和直接资金支持；建立支持体系；鼓励和促进农民自有和自我管理组织的发展；使农民专业协会的发展具包容性，但要认清绝对贫困农户参与其中的障碍；重视农民专业协会发展中的性别问题。报告最后指出中国改革战略的重要组成部分之一是发展由会员管理的农民专业协会，使中国农民能够采取集体行动并利用其活力、创造力和资源，在现代化开放市场经济条件下成功地参与竞争，从经济增长中获益，赶上其他富裕人群。
