本期Focusnote认为银行业务代理商在推动金融服务覆盖全球穷人方面正愈发重要。被视为银行系统延伸的代理商通过抵消穷人客户建立低价值账户时产生的费用、扩大银行服务的流动、加快借款人的借贷流程来实现上述目标。使用银行代理能让银行在无网点的情况下扩大服务的灵活性，常见的情形是代理人将银行服务纳入到他们小规模、独立的业务中。这样一来，银行代理人可以帮助银行免除用于维持运营成熟实体网点的花费。基于移动手机客户端的银行是另一种流行的做法。由于这样的业务模式具有多样性的特点，不同地缘政治区域的业务之间的关系的细微差别有待进一步探索，其中银行代理人的地理位置选择将是主要的问题。在不同国家使得代理人合法化的决定取决于各自监管机构的信仰与价值观。作者在本期试图回答四个核心讨论的问题：1.谁可以成为代理商？2.代理商在提供金融服务方面可以发挥哪些作用？3.银行使用代理商都有哪些商业条件？4.银行为代理商承担多大程度的责任？本文将围绕代理人角色的几个关键问题给出一些推荐性意见，这也是金融行动专责委员会（FATF）正在解决的问题。
