作为世界银行旗舰系列报告的第26辑,本年度报告将建立一个定性的且可行的框架,通过引导公共事业为穷人服务,更有效率地使用内外部资源。报告将注意力集中在那些与人类发展具有最直接联系的服务——教育、医疗卫生、供水、排污和电力。这种挑战是严峻的,因为是大部分穷人获得服务不仅包括改变服务供给安排,而且包括改变公共部门的激励制度,同时还包括改变外国捐助转移的方式。为改善服务提供的质量,本报告建议进行制度变革,包括预算管理、权力下放、公共行政改革等方面。因为制度变革将强化政策制定者、服务提供者和公民之间的责任关系。解决方案不是凭空想象出来的“最佳做法”,而应该根据各个国家、城镇或乡村的现实情况来制定。
