Procurement of commonly used items is a challenge for government agencies. There are many examples of abuse and failure to achieve value for money in such procurement, in some cases attributable to the relativel unstructured, non-competitive and non-transparent methods commonly used for the procurement of items of relatively low value. Where more structure ompetitive and transparent procurement processes are used, the time and cost nvolved are likely to be disproportionate to the value ofthe items, and may be articularlytroublesome in emergency response situations. This guide aims to provide step -by-step process for setting up finance agreements (FAs) and managing them, aimed particularly a rocurement policymakers as well as practitioners in developing countries.
