To strengthen Social and Economic Revitalization Projec's (SERP's) efforts, this study explores what conditions need to be met for implementing decentralization while preventing further violence in conflict-ridden areas. The study does not explore causality between decentralization and violence. Instead, it examines what factors are needed both for decentralization to take root and for violence to subside.
