This paper assesses the design and performance of Targeted Conditional Transfer (TCT) programs for human development in Latin America. These programs mainly came about in the early-mid 1990s in the form of Bolsa Escola in urban Brazil, and subsequently Progresa in Mexico, and PETI in rural Brazil.
