Achieving Green, Inclusive, Safe, and Effective Transport for Egypt (英语)

Since 2016, the government of Egypt has deployed an ambitious reform plan to sustain a well-balanced economic policy to meet the needs of a rapidly growing population. Egypt is the third most populous country in Africa, after Nigeria and Ethiopia, and is the largest Arab country, with 101.1 million inhabitants and growing 2 percent annually (CAPMAS 2020). Almost half of the population lives in urban areas, and the rest resides in compact rural settlements surrounded by intensively cultivated and irrigated land in the Nile River basin, from Upper Egypt to the Delta. Egypt Vision 2030 is guiding the reform effort. Centered on structural factors and investment promotion to raise growth, the goal of the Vision is to address challenging macroeconomic imbalances and microeconomic distortions. In the transport sector, the Vision promotes multimodal transport to reduce traffic congestion and optimize the use of various modes of transport while introducing better regulation to ensure free competition. Railways would play a larger role for passengers and freight under the Vision, in conjunction with river transport for freight, and efforts should be made to reinforce port efficiency. Private investment and operators would help reinforce facilities and improve services. A stronger focus on road and rail safety is necessary. Finally, the vision outlines the importance of reducing the environmental effects of the transport system.
