The objective of the Second Tamil Nadu Road Sector Project for India is to assist the Highways Department of the Government of Tamil Nadu, in improving the road services over its core road network (CRN) in terms of capacity enhancement, better maintenance and lower accident fatalities. Some of the negative impacts and mitigation measures include: the engineer shall inspect every borrow area location prior to issuing approval for use of such sites. Care shall be taken to avoid agriculture areas for planning haul roads for accessing borrow materials. In case of damage, the contractor shall be solely responsible and shall rehabilitate it, as approved by Engineer; to avoid disruption/disturbance to other water users, the contractor shall extract water from fixed locations. The contractor shall consult the local people before finalizing the locations; to avoid accidents and caving in of sand banks at quarry sites, sand shall be removed layer by layer. Digging deeper than the permissible limit (0.9 metres) shall not be allowed. Such quarry shall be barricaded 10m away from the periphery on all sides except the entry point, so as to prevent accidental fall of domestic cattle, wildlife and human beings; and separate enclosures shall be planned for storing construction materials containing fine particles such that sediment-laden water does not drain into nearby storm water drains.
