The project has three main components that focus on the Promotion of Public-Private Partnership in the field of cocoa in the southwest, the support to the development of local plantations of rubber and oil palm in the Southeast and the Revival of the cotton sector and promotion of the use of cashew in the center and north. Moreover, the project will support the National Agriculture Investment Program covering the costs associated with staffing, equipment and operation of the Project Coordination Unit (PCU). Negative environmental and social impacts of the project will not only result mainly from civil works associated with rural roads rehabilitation but also for monitoring of crop production, in terms of disruption of life, generation of solid and liquid waste, insecurity related to work, acquisition/taking of private land, insecurity related to the presence of roadblockers, pesticides, etc. In addition, the potential use of quarry materials for consolidation of rural roads could also be sources of negative impacts on both the natural and physical environment, which will require restoration actions after use. Mitigation measures include: collect and dispose waste ; find agreement with population on the location of the roads to be built ; give cash or land compensation to local people whose land is affected by the project ; inform people ahead about the project and involve them ; use existing water resources instead or digging new wells; shorten as much as possible the length of work and avoid deforestation ; plant new trees ; water roads to avoid dust.
