The development objectives of the Lom Pangar Hydropower Project (LPHP) are to (i) improve the availability, reliability and affordability of electricity supply to increase access for households and businesses, and (ii) address effectively the environmental, social and distributional risks of the project. Higher level objectives to which the project contributes include the increase in economic growth and poverty reduction opportunities by unlocking Cameroons significant hydropower potential on the Sanaga River. The overall objective of the National Park of Deng Deng (PNDD) is to ensure the long-term survival of a population of iconic gorillas threatened by human pressure. In the shorter term, the aim is: (i) firstly to eliminate the illegal exploitation of timber and poaching, and (ii) minimize the impact of construction activities and impoundment of the dam and its impact on the environment on the other. The development of the plan for compensation and resettlement (SHIP) aims both to minimize the effects of the creation of PNDD on local populations with adequate compensation, and secondly to enable them to significantly improve their quality of life. The project is expected to have direct and indirect social impacts in its immediate area of influence and beyond. The creation of the park may not materialize on the ground without consequences on populations, hence the need for carrying out this study to manage the social consequences induced. The functional framework addresses the losses of rights use, imposed by the current legislation on the access controls in national parks. Measures taken towards the affected populations include: the local resident populations which are affected by the creation of the project, will participate in the conception, the management and the following of a whole range of park activities, which will be realized with the support of different partners or local organizations having a strong experience in community management, capacity building and conservation. The resettlement action plan is to mitigate, offset, reduce negative impacts and strengthen positive impacts on the communities in the project area.
