As a part of the preparation of the 2001-2003 CAS, a series of public consultations were held In Indonesia with various civil society organizations and networks. A variety of consultation methods were used to elicit input to the CAS - in-depth interviews, seminars, and focus group discussions, held in June and July 2000, and, a national roundtable discussion, held in late August 2000. In-depth interviews were organized in five cities - Jakarta, Palembang, Surabaya, Mataram and Makassar - the purpose of the interviews being to discuss issues with experts, able to provide substantial input, and to represent Civil Society Organizations (CSO) concerns. Topics discussed included: economic recovery and poverty alleviation, good governance and the elimination of corruption, decentralization, regional autonomy and people's participation, and Indonesia's foreign debt. Focus Group Discussions were held to elicit the opinions of nongovernmental organizations (NGOs) active in socioeconomic development, on subjects such as hygiene, water supply and sanitation, population, education, credits, cooperatives, joint ventures, energy, particularly focusing on those that had either been directly involved with Bank projects, or worked independently, and focused on issues of public and NGO involvement in need assessment, designing, planning, implementation and monitoring of Bank projects. To conclude the public consultation process, a two-day National Roundtable Discussion was held in Jakarta. The discussions resulted in an agreement on CSO recommendations to the Bank later presented at a forum, where the Bank and Government of Indonesia were represented. A set of recommendations are included on the subjects of economic recovery and poverty alleviation; of education; on labor issues and employment; on building good governance and combating corruption; as well as on the issue of debt to the Bank. Further recommendations address the participation of people and NGOs in the needs assessment, design, implementation, and monitoring of Bank financed projects, and, includes as well, the recommendations from civil society.
