The objective of the Water Electricity and Urban Development Project (PEEDU), located in Brazzaville and Pointe Noire is to help the Government to strengthen the efforts realized during the implementation of its urban policy for poverty reduction, by: (i) the construction or rehabilitation of basis infrastructures (draining; urban roads; collective equipment; treatment of erosion); (ii) the implementation of actions aiming sustainable to increase of water drinking access, particularly water sector reforms; supply for investments and institutions; (iii) the reform of the electricity sector, improving the business management system and distribution network. The implantation of infrastructures and equipment of PEEDU (urban roads; extension / rehabilitation of electricity networks; water pumping; wells; rain water draining; schools, health centers; markets; etc.) may have environmental and social negative effects, individually or cumulatively, in the targeted areas. In the operation phase, the management of infrastructures may cause negative incidences if appropriated measures are not taken: maintenance of roads (cleaning); of water draining channels; cleaning of markets (solid waste collection); biomedical waste from health centers; hygiene and sanitation in schools, etc. In order to minimize these adverse effects, it had been necessary to develop an Environmental and Social Management Framework (ESMF) adapted to the components and sub-components, in order to determine the mechanisms and procedures for identification and management of these potential negative impacts. The ESMF of PEEDU will help guide the environmental and social management of the activities that may be supported by the project, and help take into account the World Bank safeguard policies, in conformity which national laws.
