The Central African Backbone (project CAB5) Projects main objective is to contribute to the actual connectivity to the regional level increase. However, the implementation of the project (CAB5) is likely to cause land acquisitions that would result in losses of namespaces, properties and / or socio-economic activities at the expense of the surrounding populations, including their movement. In order to prevent and to mitigate the possible negative impact that may arise from the implementation of the project, the current Resettlement Policy Framework (RPF) is prepared to manage, consensually, the social impacts of the project. If appropriate measures are not carefully planned and implemented, the involuntary resettlement may cause negative consequences on the long run, depletion and environmental damage. The overall objectives of the Bank on involuntary resettlement policy are the following: (a) endeavor to avoid, insofar as possible, or minimize involuntary resettlement by studying all feasible alternatives in the design of the project. (b) Where population resettlement is unavoidable, resettlement activities must be designed and executed in the form of development programs to those displaced by the project sufficient investment resources to enable them to benefit from the advantages of the project. Displaced populations must be consulted in a constructive manner and have the opportunity to participate in planning and implementing resettlement programs. (c) Displaced persons must be assisted in their efforts for improvement, or at least restoration of their means of livelihood and standard of living to the levels that prevailed at the time of the phase before moving or that of the implementation of the project, according to the most advantageous formula.
