The Rural Roads Infrastructure Improvement Projects development objective is to improve the access of the targeted rural population and its products to markets and to public services through improvements in the road infrastructure. Efforts will also be made in strengthening the road sector, asset management and disaster risk management capacities as well as contributing to employment generation opportunities for the local population. The Project holds that roads paved with hydraulic concrete works are considered as projects of low potential environmental impact and do not require a Study Environmental Impact Statement (EIS). The Framework Environmental and Social Management is a tool that ensures the Environmental and Social Sustainability of projects to be implemented under the Additional Financing Project Improvement of Road Infrastructure Rural and compliance with the National Environmental Law and Policy of Environmental and Social Safeguards of the World Bank. Because the exact locations and design of specifications for the additional financing remain unknown at this time a Resettlement Policy Framework (RPF) clarifies resettlement principles, institutional arrangements, and design criteria to be applied to subprojects to be prepared during project implementation to: 1) Identify the most relevant standard of environmental and social aspects of road-works that must be met, as well as institutions that will be involved in the Project, as a framework in which its operations will develop. 2) Define instruments and procedures for the evaluation of socio-environmental impact of the sub-projects that are part of the Project. 3) Ensure incorporation of environmental and social variables throughout the cycle Project through the use and implementation of environmental management formalized instruments. 4) Establish procedures for socio-environmental management in cyclical project, identifying points of quality assurance and compliance with national environmental legislation and Environmental Policy and as the Environmental and Social Safeguards.
