This Project aims to foster growth and to improve significantly the livelihoods of the population in the Senegal River Basin with a view to reducing poverty. The project activities are presented as follow: consolidating and further strengthening the institutional, legal and technical framework of the Senegal River Basin to better serve all four riparian countries ; expanding the scope or coverage of concrete water resources development activities at the local level that generate significant income to reduce poverty ; and defining and preparing new multipurpose infrastructure to harness the hydropower potential identified in the basin. Negative impact may include : land degradation or desertification ; deforestation ; erosion and saltation ; degradation banks and headwaters ; salinization and loss of agricultural land ; overgrazing ; bushfires ; decrease in the availability and quality of water; prevalence of water-related diseases ; proliferation of invasive species ; threats to biodiversity. Mitigation measures will include: construction sites will be organized under the laws in force in the four states ; waste from construction sites will be discharged according to the standards set at the state level ; specifications for construction shall mention consistently mitigation measures that contractors should apply ; actions to protect water resources (consistent with the Charter and water codes, coordination with existing programs, enforcement of discharge and drainage standards, collective actions of awareness raising, etc.) ; measures to protect arrangements and reduce the risk of flooding (green belts, windbreaks, hedges against animals, corridors, delimitation of pastoral areas, etc.) ; fight against invasive aquatic plants (cleaning of hydraulic axes, biological control, and awareness) ; stations for epidemiological monitoring (in relation to waterborne diseases) ; measures of protection and regeneration of plant resources ; measures to protect fishery resources and fishing activities (promotion of aquaculture, enforced codes of fishing, etc.) ; measures to protect soil resources (protection against erosion, compliance with land-use plans, etc.) ; development of corridors for animals? mobility (to minimize social conflicts) ; establishment of a clear and transparent system and user committees able to ensure good governance ; identification and protection of historic sites and monuments in the areas of the program?s intervention (recruitment of national consultants, outsourcing to specialized services) ; specific training for decentralized technical services and coordination cellules in the field of environmental assessment and management as well as the World Bank guidelines applicable to PGIRE II ; communication and implementation plan (équipement, expertise, miscellaneous) ; capacity building and revitalizing of Local Coordination Committees ; boreholes equipped for drinking water.
