The Environmental and Social Management Framework (ESMF) for the Second Additional Financing for the Third Social Action Fund Project for Malawi is to institute a consistent and effective environmental and social screening process for application in all MASAF funded activities at the community, district and national levels. Negative impacts include: destruction of vegetation during excavation; may cause loss of fauna; soil erosion, deposition of fine debris (sand, silts, clays) in downstream water courses during construction, particularly in the rainy season; traffic disruption; dust; Pit formation from sand mine; noise; cement dust pollution; and soil and water pollution due to large number of laborers on the construction site and related wastes. Mitigation measures include: 1) construction contracts to include provisions for limiting vegetative removal, and for re-vegetation of the construction area after completion of works; 2) construction contracts will require re-vegetation as soon as possible; contractors to be limited regarding activities that can be carried out in the rainy season; 3) contractors will be required to treat excavated areas below flood water levels as required under the design contract (use of stone gabions and mattresses, before the start of each rainy season; 4) best engineering practices to be employed to ensure traffic disruptions are kept to a minimum; 5) in extreme cases, particularly near clinics, contractors will be required to moisten the construction area to minimize dust; 6) use sand from existing borrow pits, fill back pits, use of ear protectors, dust control by water or other means, and build latrines and ensure adequate waste water disposal; 7) ensure safe storage of construction materials such as oils, paints; 8) contractors to clear construction site of temporary infrastructures and restore vegetation of the site; 9) select well site where water drains away from well; do not construct well in a depression or on low-lying, poorly drained site; 10) construct drainage ditches to divert run-off water around well site, and construct concrete pad around the base of the well head (see modular design); 11) install hand pump on the well and do not allow users to draw water by lowering containers into the well, and ensure well head is properly sealed; and 12) do not construct latrines within a minimum of 30 m of the hand dug well, 60 m is preferable.
